The directive requires the interim Prime Minister, Cabinet members and heads of Kingdom departments to account for completed projects, ongoing programmes and outstanding responsibilities inherited from the administration of the late Omukama Oyo Nyimba Kabamba Iguru Rukidi IV.
The King issued the directive during a sitting of the Orukurato Rwensanju, the Tooro Kingdom Parliament, where he clarified that the appointment of Calvin Armstrong Rwomiire Akiiki as interim Omuhikirwa (Prime Minister) was intended to guide the institution through a transition rather than establish a new permanent administration.
Omukama said the Kingdom needed to establish what had been achieved under his predecessor and identify outstanding obligations before proceeding with further administrative changes.
He emphasised that accountability in the management of the Kingdom’s affairs and resources was necessary to ensure continuity and inform future decisions.
The interim Omuhikirwa, Cabinet members and all Kingdom departments have been directed to submit reports to the Supreme Council by November 12, 2026.
The reports will detail completed projects, ongoing activities and outstanding responsibilities from the previous reign.
The Kingdom’s Public Accounts Committee is expected to submit its findings to the King by November 19, ahead of a sitting of the Orukurato Rwensanju scheduled for November 27 to consider the matter.
The King also stressed that the Kingdom must account to its partners and supporters, including the Government of Uganda, the Office of the President, corporate sponsors, donors and friends of Tooro.
The developments come as the Kingdom reorganises its administration following the death of Omukama Oyo in August 2026 and the subsequent installation of Omukama Edward Rukidi Nyabongo I.
The King reaffirmed his commitment to the principles of Unity, Reconciliation, Prosperity and Tooro’s Legacy, saying they would guide his leadership of the Kingdom.
