The partnership will enable CSBAG to monitor the implementation of public projects, submit findings through PPDA’s digital Contract Monitoring System and receive feedback on concerns identified during field monitoring.
The collaboration was formalised through a Memorandum of Understanding signed between PPDA and CSBAG following a three-day training programme for civil society actors on contract monitoring.
PPDA Executive Director, Canon Benson Turamye, said the partnership is aimed at improving the implementation of government contracts, emphasising that the procurement process does not end with the award of a contract.
He said civil society organisations have an important role to play in ensuring that government contracts are implemented in accordance with the agreed specifications.
Turamye urged civil society monitors to base their assessments on actual contract documents rather than assumptions about what should have been delivered.
CSBAG Executive Director, Julius Mukunda, said the organisation’s public finance management mandate requires it to track the movement of public resources from appropriation to actual service delivery.
Mukunda said the training had equipped CSBAG members with the knowledge and skills required to effectively monitor government contracts and identify issues arising during project implementation.
He added that the digital Contract Monitoring System will allow CSBAG to submit information and concerns from the field, including project delays and other implementation challenges, for PPDA’s review and response.
However, Mukunda cautioned CSBAG members against abusing the access provided through the partnership, stressing the need for professionalism and responsible monitoring.
The partnership is expected to establish a formal link between civil society monitors and the procurement regulator, enabling information from communities and project sites to reach PPDA while providing a mechanism for timely feedback on reported concerns.
