The arrests follow investigations into allegations that Kebirungi obtained study leave with pay using a forged university admission letter but subsequently absconded from duty while continuing to receive a government salary.
Sarah Magola, the head of the Inspectorate of Government office in the South Western region, said Kebirungi allegedly presented the false admission letter in October 2015 to secure study leave with pay.
According to Magola, Kebirungi continued to receive a government salary from September 2015 to August 2024 despite allegedly failing to perform her duties, resulting in irregular payments amounting to Shs110.8 million by February 2026.
The Inspectorate alleges that Turyagyenda concealed the matter before retiring from public service, while Rwampororo is also implicated in the alleged financial irregularities.
In 2023, Kebirungi reportedly applied for early retirement. Investigators allege that Rwampororo forwarded the application despite her alleged ineligibility arising from her absence from duty.
The three suspects are expected to appear before the Anti-Corruption Court in Kampala to answer charges relating to the alleged financial loss and abuse of office.
The case raises questions about supervision, payroll management and accountability for public funds in government institutions.
